Looks like a mask (wildfire smoke), evaporative cooling neck gaiter (?), light long sleeved clothing to protect from UV, and a ton of ACs running because it’s hot as fuck.
The neck wrap around is for UV protection, it’s just part of their cap. It completely covers the neck front and back.

Yeah when I go for a long bike ride I put on a balaclava to prevent sunburn. As well as bee throatage. There’s a little bit of my eyebrows exposed, but I also have a hat on.
I always found it unrealistic when people (white actors of course, because those get the roles) in post-apocalyptic worlds wear almost nothing, as if sunburn didn’t exist.
Well, if you want to point out all the unrealistic details in Mad Max, it’s going to take some time.
