      It is, and also the most likely to join first in the future, unless if Iceland (unlikely due to recent referendum), Norway, the UK, or Switzerland wanted to join.

      If the UK were to return, which I’d welcome by all means, I think at the very least they cannot get back on the same easy deal. They’d probably need to give up either their Schengen exemption, their pound, or both.

      A UK being able to rejoin on the same terms as before Brexit would mean that EU countries could just decide to sign off and eat the cake later too - which I think is a bad idea. If they want to leave, sure; but the downsides have to be much heavier than the upsides.
