Of course Ukraine is not to blame.
But what the Irish Finance Minister Simon Harris (who is a documented liar) is not admitting even at home, is that the switch to renewable energy has been delayed by his government over the years. That has made the crisis far worse in Ireland than in countries like Spain that are relatively shielded.
Sorry if this seems slightly off-topic, but while USA are responsible for this mess, the party which he leads are responsible for the degree of the impact it has in Ireland.
