So if a American needs access to a embassy while traveling what are they to do?

I always thought embassys are equally important for Americans traveling abroad and potentially people looking to immigrate.

That’s the whole idea. They want to make travel from or to the USA difficult and unsafe. If you can’t immigrate via an embassy, most people are going to avoid immigration, and those that do can probably be considered “illegal” in some way. If Americans leave the USA, they’re not going to have a government to support them if they have a local issue.
